Persistent Poverty in Puerto Rico and the U.S. Island Areas

To identify counties and county equivalents in persistent poverty, this report incorporates poverty estimates from the 1990, 2000, 2010, and 2020 Censuses (for American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands) as well as the 2005–2009 and 2015–2019 Puerto Rico Community Survey (PRCS), 5-year estimates for Puerto Rico. Other governmental agencies have alternative definitions of persistent poverty for programmatic purposes. In addition, several do not publish information on persistent poverty in U.S. territories. This has created a need for more consistent methods that can be universally applied, and this report describes examples of such. This report expands upon the persistent poverty literature by examining persistent poverty in U. S. territories.
